Small and medium enterprises of the Voronezh region will be supported with preferences
The monitoring of the business climate was summed up in the Voronezh region. The analysis was made at the end of last year as part of the regional project “Improving the conditions for entrepreneurial activity”. It was attended by over 5 thousand respondents from all municipal entities. It was suggested to evaluate the entrepreneurial development in the territory of a district or a city, the quality of energy and heat supply, roads, the availability of qualified personnel, the availability of the Internet, possibilities of premises, rent and purchase of land.
The monitoring results were announced at a weekly brief meeting with Acting Governor Sergey Trukhachev on March 16. According to the results, the average rate of entrepreneurship development in the Voronezh region was 4.65. The leaders are Ostrogozhsky, Buturlinovsky districts, Borisoglebsky urban district and Repyevsky district. Voronezh took 13th place among 34 municipalities with a business climate rating of 4.71, having its position improved by five positions in the ranking as compared to 2018. A significant increase in the entrepreneurship development index was demonstrated by the Podgorensky, Verkhnekhavsky and Semiluksky districts, which recently were among the outsiders.
Among the main problems affecting entrepreneurship, the respondents also mentioned the lack of qualified personnel, the need to adjust the legislative framework in the field of small and medium enterprises, difficulties with access to external financing, high taxes and the need for legal protection. At the same time, the number of respondents declaring no problems has doubled - up to 34 percent.
During the monitoring process, entrepreneurs noted the necessary measures for business development. The most popular answers related to the provision of bank loans at a reduced rate, government subsidies, the need for staff training and legal assistance. At the brief meeting, it was emphasized that the regional authorities will provide financial and credit, information and consulting support to small and medium-sized enterprises, based on their feedback. These events are a regional component of the national project “Small and medium-sized enterprises and support for individual entrepreneurial initiatives”.
As directed by the Governor Alexander Gusev, proposals for expanding property support for small and medium-sized businesses in the region were also drafted. They relate to changes in certain regulatory legal acts of the Voronezh region and open possibilities for entrepreneurs to lease land on preferential terms when implementing investment projects in such priority sectors as production, education and sports.
