The city of Pavlovsk is on TOP-10 monocities of the Russian Federation
The monotowns development fund presented the rating of the best single-industry towns of Russia, which was drawn up by experts on the results of selection among 319 city entities of the country. As a result, Pavlovsk town of the Voronezh region is on the TOP-10.
The main criterion for selection was an effectiveness of local government in the implementation of the program «Integrated development of monotowns». 19 indicators were taken into account for compiling. Among them are interaction with federal development institutions, conditions for small and medium-sized enterprises and new jobs, total volumes of attracted investments, availability of territories for advanced development and the results of the implementation of «5 Steps of Improvement» program.
It’s the first time the rating of monotowns in Russia has been published. Apart from Pavlovsk, towns of Kumertau (Bashkortostan), Elabuga and Naberezhnye Chelny (Tatarstan), Zarechny (Penza region), Tashtagol (Kemerovo region), Gubkin (Belgorod region), Mirny (Yakutia), Krasny Yar (Omsk region) and Polysaevo (Kemerovo region).
Director of the fund Ilya Krivogov noted that social development programs are being implemented in these towns in a balanced manner along with investors attraction and high level of interaction with federal development institutions.
The priority program «Integrated development of single-industry towns» includes 12 main lines identified by the President of the Russian Federation Vladimir Putin. Health care, education, housing, urban environment, safe and high-quality roads, labor productivity, small and medium-sized businesses are on the list.
For two years of program implementation, regions have attracted 762 billion rubles as investments, have created over 250,000 jobs, and have formed Priority Social and Economic Development Area (PSEDA). in 59 monotowns. Pavlovsk are also in this list.
The decree on the establishment of PSEDA in Pavlovsk was signed in March 2018 by the Prime Minister Dmitry Medvedev.
It is assumed that it will attract at least 20 new residents. The government of the Voronezh region has already held negotiations with two potential residents and has signed agreements. Investors plan to invest about 11 billion rubles. 1000 workplaces will be created. A major project will be the construction of a meat-packing plant of the company «AGROECO», LLC with an investment volume of 10 billion rubles.
